My 3 month old is VERY congested.. Any tips?

Her snot is green and sometimes runny and I still hear a rattle.

It's been on going practically since she was a newborn and every time I mention it her pediatrician claims it's normal and it's just fine.

The nasal drops don't seem to help, so does anyone have any tips or pointers on how to help clear this up?

I can't figure out why if she's fine she would even mention an antibiotic.

Because she's 3 months she isn't aloud medicine until she's 6 months.

I've took her to her pediatrician over this and she seems to think she's fine and gave me saline drops for her nose.
